Ecuador participated in the 58th edition of the Book Fair of Porto Alegre, Brazil, the largest literary outdoors presentation in the American continent. It took place in the city of Porto Alegre, the capital of the State of Rio Grande at the South, between October 26th and November 11th, and received almost two million visitors.
The Ecuador’s pavilion presented national books of literature, history, art, and children’s publications, which were provided by the Ministry of Culture and the Ecuadorian’s Chamber of Books.
The Ambassador of Ecuador in Brazil, Horacio Sevilla, pronounced a conference about Ecuador and its political, economic, and social situation at the Memorial of Latin America, and inaugurated a Photographic Exposition, “Miradas por los Caminos de un Ecuador Oculto” (Glances at the paths of a hidden Ecuador) by the photographer and documentary-maker Juan Diego Perez.
Four Ecuadorian writers were present this year at the book fair in Porto Alegre: Susana Cordero de Espinosa, Julio Micolta, Eddie Crespo and Fernando Bermeo Valdivieso, who promoted their books, gave conferences, and participated in debates and round tables.

The FHC Food Fair in Shanghai opened on Wednesday, November 14th. The Ecuadorian Ambassador in that country, Leonardo Arízaga, the Director of PRO ECUADOR, Maria Fernanda de Luca, and the Head of the Commercial Office of Ecuador, Jorge Hidalgo were present.
The fair took place at Shanghai New International Expo Centre and gathered exhibitors from over 79 countries, more than 100 of the main Chinese importers and distributors, besides buyers from all Asia-Pacific region.
The event was executed along with the Andean Community and included the participation of 24 enterprises from Colombia, Peru, Ecuador, and Bolivia. It responds to a unification of efforts so as to boost the increase of exportations from our countries as complementary economies.
Ambassador Arízaga expressed his content of participating at the opening ceremony of this fair that constitutes a part of the promotion plan of the 4 countries until 2014. Likewise, he highlighted the importance of Ecuadorians seeing Chinese Market as a great business opportunity since it is a country with a sustained growth and a steady demand for products and services.
On her side, PRO ECUADOR Director, expressed that nowadays entrepreneurs rely on solid institutions in order to promote their exportations; that it is necessary for them to let go of the fear and to forget about myths concerning China, so they decide to visit this market.
Six Ecuadorian enterprises participated at this event: Aromas del Tungurahua, The Exotic Blends, CEPROMAR, Terrafértil, PACARI, and Asialatam.

Meetings with King Juan Carlos and with the President, Mariano Rajoy, interviews with Iberian media, the extensive schedule of the presidents encountering, and official visits marked the tenor of the first working day of the Ecuadorian Government at the XXII Ibero-American Summit. It took place in Cadiz, where in 1812 at the Oratory of San Felipe Neri, the Spanish Constitution was written and signed.
The scenery for this international event was “Teatro Falla”. Here, at 19:00 hours (13:00 in Ecuador), King Juan Carlos offered the opening speech. He manifested the need of Spanish and American peoples to “demonstrate how by working and dreaming together we can reach extraordinarily relevant goals for the progress of our societies”, pointing out that “we need more Ibero-America”.
Previously, President, Rafael Correa, accompanied by the Minister of foreign Affairs, Trade, and Integration, Ricardo Patiño, held a meeting with both the Monarch and President Rajoy at 12:30 hours (6:30 in Ecuador), in which topics such as bilateral cooperation alliances, the eviction crisis, and health care attention coverage for migrants that reside in Spain were addressed.
Concerning the latter, he stated that our country has proposed an agreement that consists in giving attention to the Spanish community that resides in Ecuador so they can have access to public health care services in our country provided that Ecuadorians that reside in Spain receive a reciprocal treatment.
Besides, he supported the creation of a law decree in favor of suspending for two years the eviction to people that earn less that 19 thousand Euros a year; he stated it is a step forward “but the crisis is still very serious”.

The body of the IACHR will visit Ecuador by mid 2013 after having accepted the repeated governmental invitations aimed to verify the country’s advances on the promotion and protection of human rights. The Ministry of Foreign Affairs, Trade, and Integration expects the visit to be useful so the organism corroborates that the fundamental freedoms are fully in force, and in order to advance in the application of the changes required, at the Inter-American system that is in force, for its observance.
Ecuador expresses its satisfaction because of the announcement made on Friday by the president and the executive secretary of the Inter-American Commission on Human Rights, José Orozco and Emilio Álvarez, respectively. They accepted the “repeated invitations” of the Government of President Rafael Correa, so as to travel to Ecuador and verify its registered success in the application of the national agenda on human rights.
During the meetings considered within the framework of the visit of the seven members of the body of IACHR, planned to take place in the first semester of next year, Ecuador will show its advances in the promotion and the effective enforcement of human rights; whether they are civil or political as the right to life, to freedom of expression, to equality before the law, and those which correspond to the economic, social, and cultural sphere.
In the same manner, Ecuador expects it to become a space for debate concerning the application of the reforms made to the regulations, institutions, and financing mechanisms of the Inter-American Human Rights System, so they respond to the interests of the peoples of the Americas, and so as to protect them with political practices.
Ecuador reiterates that it will provide all the logistic facilities for the visit, whose realization took place after having sent two formal invitations on the Government’s behalf to the organism headquarters in Washington last year.

Ambassador Luis Gallegos, Permanent Representative of Ecuador upon the United Nations and other International Organizations with headquarters in Geneva, was elected by unanimity President of the Fifteenth Annual Conference of the High Contracting Parties in the aforementioned international instrument, which will be carried out in 2013.
The election was held during the Fourteenth Annual Conference of the Convention on Certain Conventional Weapons carried out in Geneva-Switzerland on November 14th and 15th.
Ecuador received this recognition for its active participation in its Permanent Mission in the different duties about dismantling of the United Nations and for its valuable contribution towards peace, security, disassemble and strengthening of the International Humanitarian Law, as being Contracting Party of all international instruments of dismantling.

On behalf of the Nacional Government, Ecuadorian Ambassador to Uruguay, Emilio Izquierdo, submitted, on November 7th, Ecuador’s Ratification Instrument to the “Framework Agreement of Cooperation between the Member States of MERCOSUR and the Associated States for the Creation of Joint Investigation Teams”. The document was presented before Mercosur Secretariat Director, Jeferson Miola.
The mentioned Agreement aims to strengthen cooperation for achieving an effective coordination between the authorities of the Member States, and to attain an efficient investigation regarding crimes such as illicit drug trafficking, corruption, money laundering, people trading, people smuggling, arms trafficking, and all those that belong to transnational organized crime, as well as acts of terrorism, or crimes whose characteristics make coordinated action and combat necessary.
Ecuador signed the Agreement in San Juan, Argentine, on August 2nd, 2010; it was ratified by Mr. President Rafael Correa, by means of the Executive Decree number 911, on October 10th, 2011.
MERCOSUR highlighted the importance of this ceremony since it constitutes the first ratification of this international instrument.
